MINUTES OF THE BOARD OF DIRECTORS MEETING
The West Galveston Island Property Owners Association Board of Directors meeting was held on August 20, 2011 at the Galveston Country Club. The meeting was called to order by Jerry Mohn, President at 9:00 a.m. A quorum was established by attendance of : , Clay Lewis – Sportsman Road, Tom Boothe – Condo’s, Ron Coker – Bermuda Beach, Ken Diestler – Spanish Grant Bay, Lee Slataper – Pirates Beach, Vince LePar – Beach Side Village, Peggy Zahler – Spanish Grant Beach, and Lee Petros – Pointe West. Also attending as recording Secretary – Susan Gonzales – CKM Property Management.
Jerry Mohn introduced Dianna Puccetti – Council Pct 6 City of Galveston and Judge Lonnie Cox. Candidates running for office were introduced and include Lonnie Cox running unopposed for Judge, – running for 56th Court Judge, Sgt Joe Caldwell – running for Sheriff, also runs GARM (409-682-3603) police rental properties, Jerome Decote – running for Judge for the 10th Judicial District Court, John Kinard and Ray Lease – running for Sheriff, and Randy Weber running for CD 14, Congressman Ron Paul’s seat.
Corporate Sponsors attending were Coastal Solutions and Johnson Space Center.
The minutes were emailed and reviewed. Motion by Clay Lewis and seconded by Tom Boothe, the Board approved by unanimous vote the minutes of July.
The treasurers report was reviewed. Motion by Tom Boothe and seconded by Clay Lewis the treasurers’ report was approved.
Newsletter: Peggy Zahler – advised the Newsletter Team have produced two (2) newsletter . The third newsletter will come out in October, www.galvestonwestender.com
District 6: Dianna Puccetti – Council member for City of Galveston provided a report. At this time there is budget discussion – the budget is flat and is under $89 Billion. Capital Improvement Plan – in the five (5) year plan they are looking at where to spend the money on the infrastructure – especially the sewer projected. City staff has looked at projected 2012-15 for Bay Harbor and the 9 & 10 Mile Road area. Bay Harbor is 95% designed. A Council Member said the west end should have only grinder pumps.
Consultant Bob Heath is looking at changing the districts for the city. If they do this it would move Dianna out of District 6.
Jerry Mohn, Dianna Puccetti, Commissioner O’Brian and State Representative Craig Eiland met to reopen discussions on elevation of FM"3005. The overlay only added a few inches; we need something more substantial for evacuation. Craig Eiland will contact the HGAC and Texdot.
Proposed tax rate was set – budget proposed the same tax rate, it currently is 55.4.
Members complained that the police have been called and no Officer shows up. It is recommended that you call and ask for a supervisor. Most complaints were from non-property owners parking on the streets on the beach side. Peggy asked if there was not a law or legal requirement that the city address issues equally citywide.
Coastal Community Atlas: Dr. Sam Brody – "Coastal Community Atlas". Introduction by Dr. Tom Linton. Dr. Sam Brody presented a "Coastal Community Atlas" that was recently developed by him and his associates at TAMUG. The atlas is on line at: http://coastalatlas.tamug.edu
Texas Sustainable Coastal Initiative, this is an interdisciplinary initiative supported by funds from various agencies including NOAA/TX GLO and coastal services center/NOAA. It brings together partners from various research groups and institutions with the optimum goal of guiding and managing the growth along the Texas coast in sustainable and equitable manner. The outcome of this initiative is the Texas coastal communities. Hazard risks and significant change in land saw pattern. In, an internet=based spatial decision support system that allow users to identify and visualize critical issue related to numerous dimensions of development including environmental degradation, natural.
